If you do not have BC Assistant not currently running, can you boot into Internet Recovery (Command+Opt+R) and run
diskutil repairDisk disk0
and retry, BC Assistant and check if the partitioning succeeds?
when i use that combination nothing pops up
That is very strange. If you hold Command+Opt+R when the Mac is booting up, it should start Internet Recovery.

oh okay i was doing it still signed in
The key combination is valid during a reboot.
There was no disk 0 but I repaired all the disk that could be let me give it a try now!
It froze my computer it just had the wheel spinning nothing would open i had to restart and it froze before the three dots this time
Did the disk repair give you any errors? The disk to be repaired would be your 1TB disk.
Nope said that it was fine what else could it be could it be because i also have parallels? On my computer
I assume you have already created the USB Installer using the first two BC Assistant checkboxes. What is the version of Windows you plan to install?
As a test of partitioning, run Disk Utility, and create a FAT32 partition of the size you want Windows to be. Please post back any error messages and/or screen shots.
